I did a similar search a couple months ago and concluded that
low-capacity SD cards (ie. < 2GB) are no longer being manufactured, at
least for the general market. The best local supply that we found was
at LinHaw (see http://www.linhawstore.com/index.php?main_page=index&cPath=29_216)
although I regularly find cheaper 2GB cards in clearance sales at
shops like The Source. You'll probably continue getting the best
prices on EBay as long as you're willing to do the work.

I'd be surprised if a specialized supplier could produce something
cheaper than what's done for the commodity market but if you find out
otherwise I'd love to hear about it.
