A ham licence is absolutely needed for the more advanced stuff but I
was thinking of a very basic first attempt with a commercially
available GPS. Some people have used cell phones programmed to send a
message every few seconds with their location looking around I found
this which I believe will

Even with a radio I'd throw something like this onboard as a backup.
My long term goal would be to build something like this.

The guy who built this one Art Vanden Berg was at SFU at about the
same time I was and I've run into him at various events since then so
he is probably still in Vancouver if we wanted he might be able to
give us some advice and input.
A meeting sounds like a great idea.
