I personally use an AT&T Nexus One on Telus (aka. Passion-A).  If you're
looking for maximum hackability, I would recommend the Nexus One/WIND Mobile
combo, since it can run Android 2.2 bootlegs, and is the most hackable
device.  The Motorola Milestone has a locked down bootloader, which means
that you can't really hack anything without risking a bricked device, while
the Nexus One is much easier to work with.  It is the most open/hackable
Android that is mass produced.  I'm sure you could make a Homebrew Android
with the OMAP cards, but currently none with HSPA AFAIK.

I've had a chance to see the Samsung Galaxy S first hand at Google IO, and
I'm personally tempted to trade in my HTC EVO 4G (which is worthless up
here) for a Galaxy S so that I can  have a very thin, very light phone.  I
expect that to be locked down as well.  The downside of the Galaxy S is the
lack of flash on the camera, and the fact that it's Samsung, who sucks when
it comes to updating their firmware (as Bell Samsung Galaxy owners can
attest to).  If I can't trade my EVO 4G for a Galaxy S, then I'll probably
wait for the Galaxy Tablet on that one.

As far as WIND blocking ports, I thought they stopped doing this a while
ago, but who knows.  The main reason I would go with them is because with
the stock Nexus One (the AWS version that Google calls the Passion), it's
the only game in town.  I'm stuck with the Passion-A, and can't run Froyo,
so I have to run Cyanogen for my tethering needs.
