You might have some luck asking for a treadmill on the vancouver
freecycle list or craigslist. I'm sure there's lots gathering dust,
and it's probably easier to hack one (up) than to build one from
scratch.

Also... that article is titled as an opinion piece... and it cites
references. Awesome!
