[Vanhackspace] Revised bylaws

Here's the final version of our constitution and bylaws.  There aren't
any actual differences, except that the sections marked for deletion in
the first draft have been deleted and the remaining bylaws renumbered
accordingly.

Out of respect for Donald Knuth, anyone who finds an error in the bylaws
gets a $2.56 discount on their next monthly membership dues.[1]
