[Vanhackspace] Membership structure, server rack

So tonight's official meeting business consisted of finalizing our
membership structure now that we have a space.  After discussion last
Tuesday at eatART and at Wednesday's infrastructure meeting on IRC, we
reached consensus tonight on the following structure:

- two tiers of membership:
    - $25 gets you a vote
    - $50 gets you a key
    - keyholder rate can be reduced at discretion of other keyholders
- 2-month probation for key:
    - probation length can be reduced at discretion of other keyholders
      (folks who have been around for a while before signing up as
      keyholder members would be obvious candidates for this)
- non-members can use the space on a drop-in basis by arrangement with
  keyholders and at open nights, and are invited to donate to help cover
  costs
- VHS will review structure on a monthly basis to see how it's working

Also, folks will be meeting up at the space at 9 PM tomorrow (Wed June
24) about installing a server rack.  Rene will be bringing in a 1U
server with CentOS installed which we can play around with.
