[Vanhackspace] Draft bylaws

Here are the draft bylaws for the society.  They're based on the
standard bylaws in Schedule B of the Society Act, which governs
not-for-profits (see http://tinyurl.com/bnclvq for the standard bylaws).

We decided to get rid of the offices of president and vice-president but
keep the treasurer since it's actually useful.  I've also kept the
office of secretary since it does useful stuff too.  The offices can be
combined, Voltron-style, into a secretary-treasurer.

We also decided to disallow corporate members and to set memberships to
expire after 3 months of nonpayment of dues except by special arrangement.

I've incorporated Joe's suggestion for consensus at general meetings: if
there's something we can't reach consensus on, we hold another meeting
within 2 weeks to try and settle the question, and if we still can't
reach consensus at the second meeting, we decide it by an 80% supermajority.

At David R's suggestion, I've also added a rule that says a member has
to have been in good standing for the past 3 months to be able to vote
at a general meeting.  Is everyone okay with that?

I think those are the only major changes from the standard bylaws.

Thoughts?  Suggestions?  Changes?  Death threats?
