Anything you do that disrupts the cellular system would be it illegal. Keep
in mind that even if you did find away legal loop hole, if you prevent a 911
call from going out, it is the USA, you would get sued so fast, and so hard
your head would spin, and they would own your soul. The wall of shame, maybe
the best semi legal approach to solve the problem.
Just have a mass of monitors that display all the incoming and outgoing
calls as they happen.
