I missed the legal part, probably because I cannot imagine that it is
possible to legally disrupt a cel service.
Regardless, I agree that cel service on the playa will be counter-productive
for burning man, and I wish you the best. I just don't think there is much
you can do without breaking the law.
I'll shut up now ;)
