I suspect that the humidity of small air pockets in soil would be hard
to get precise measurements from, and humidity of a solid isn't
practical. Humidity of air above the surface would be too prone to
atmospheric changes that aren't actually linked closely to how wet the
underlying earth is. Maybe take a tube of soil (akin to a core
sample), and attach a newton-meter? You could determine weights (or
more practically densities, since then you could change tube sizes)
for different soil conditions, though soil composition would matter a
lot and you'd need new samples if you redug large sections of garden,
or if you wanted to duplicate it in a different locale with different
base soil conditions, etc.

One advantage of that is that you could measure across whatever depth
of topsoil you care about. A big disadvantage would be that it'd be
prone to error from plants growing on it, animals stepping on it, etc.
Though it could be a funny burglar alarm, too.
